The Uptake and Capacity Strengthening Workshop on the Mutapa Investment Fund for the Public Accounts and Budget and Investment Committees of the Parliament of Zimbabwe took place on 24 October 2024 in Harare, Zimbabwe. Twenty parliament members from the Public Accounts Committee and the Budget and Investments Committee attended the meeting.

The uptake and capacity strengthening workshop aimed at:

    • Sharing the findings and recommendations of the Policy Brief on the Mutapa Investment Fund.
    • Strengthening the capacity of parliamentarians to exercise oversight over the Fund and the public entities falling under the fund.

The workshop led to several outcomesincluding a shared understanding of sovereign wealth funds in general and the Mutapa Investment Fund among parliamentarians. The workshop also deepened participants understanding of the impact of the Mutapa Investment Fund is governance framework on public financial management and citizens.

Participants gained significant insights across three critical areas, including sovereign wealth funds and their different typologies, international best practices, the shortcomings of Zimbabwe’s Sovereign Wealth Fund of 2014, Sovereign Wealth Fund Governance, and the role of parliament in strengthening accountability in the Fund.
